Japan has decided to accept all foreigners (except tourists) to enter the country (https://www.de.emb-japan.go.jp/itpr_de/konsular_InformationenCoronavirus051121.html).

The receiving company in Japan should submit a letter of pledge and activity plan beforehand, and ask for approval in accordance with guidelines and forms below:

• official scheme summarizing the current process
• for assignees having a CoE issued between January 1st 2020 and July 31st 2021, a CoE re-application will not be necessary as their validity will last until January 31st 2022.

However, the new procedures attached above will still have to be fulfilled for the final visa issuance.
